This state-wide planning study determined the short- and long-term requirements of Ambulatory Healthcare Services in the Emirate of Abu Dhabi, including primary and secondary care, dialysis services, and prevention and screening programmes. A highlight of the study was the development of a strategic framework to determine services supplied by clinics to provide integrated patient care and divide the service offering between the public suppliers.

ICME Healthcare created an integrated planning concept that was suitable for ambulatory healthcare clinic structure. It included the following steps:

  1. Requirement analysis (strategies, existing sites, demand drivers, competition, etc.)
  2. Strategic framework for medical services (definition of strategic framework, definition of level of primary and specialty care, categorisation of clinic types, and definition of ambulatory services)
  3. Capacity requirements and locations (definition of requirements inclusive of number and size of clinic, site location, etc.)
  4. Implementation planning ( a five years phasing plan developed based on demand and population growth)
  5. In-depth analysis of service scope and operational expenses as well as patient demand and reimbursement
  6. Full financial feasibility (10 years Profit & Loss projection, scenario analysis on Return on Investment, Net Present Value, KPI analysis, analysis of cost per case, Payback period
