The Ministry of Health and Social Protection (MoHSP) of the Republic of Albania with the support of the Worldbank is committed to identify and implement sustainable and effective solutions in response to the diverse health challenges that the country with its 61 municipalities and the population are facing. Health challenges are triggered by a series of social, economic and environmental factors that are interdependent at global, regional, national and local levels. The Ministry of Health and Social Protection therefore abandoned the National Health Strategy 2016-2020 (NHS 2016-2020), providing the platform for coordinated healthcare initiatives improving the health and well-being of the population in Albania. As a supportive tool of the NHS 2016 – 2020 and its strategic goals National Health Accounts (NHA) are designed for policy makers and managers of the health care sector, by providing a matrix on the sources and uses of funds for health the NHA framework facilitates. NHA provide the information and estimates of what happens on the expenditure flows in the health sector across public, private, voluntary sectors in the state and attempt to explain the health accounts of Albania through a set of tables that organize, tabulate and present health expenditure by identifying the linkages between sources, agents, providers and functions using a standard system of matrices, following the National Health Accounts methodology. Mandated by the MoHSP, ICME Healthcare has developed the National Health Accounts categorized into performance, consumption and financing indicators according to the System of Health Accounts by the World Health Organization (WHO). During the execution of the project, ICME Healthcare has conducted an on-site assessment of the public health hospitals and primary care clinics. The gained in-debts healthcare market insights entail a detailed understanding of the local healthcare supply and demand, as well as operational clinical processes. Within several workshops in Tirana, ICME has facilitated the engagement of regional project stakeholders, which include e.g. the Public Health Institute (PHI), Institute of Statistics and others. In close cooperation with the ministerial staff, the National Health Accounts were developed, healthcare data per category was analysed, benchmarked and validated and the final NHA tables were created.
