The National Health Strategy in Romania envisages a restructuring of the regional network of hospitals, including the designation of strategic hospitals. These hospitals provide services that are currently being provided by various existing facilities in an integrated manner. This approach will allow reducing the number of beds, improving the delivery of healthcare services as well as improving the coordination of the treatment of the complex cases that need an integrated approach. The strategy also envisages transformation of local hospitals, from small and medium urban areas, into units that provide ambulatory care, day care or care for chronic patients.

Starting in 2016, the EIB has provided advisory support to the Romanian Ministry of Health (MoH) in the earlier stages of the project through a European Investment Advisory Hub (EIAH) assignment. The EIAH with the involvement of the EIB experts from the Project Directorate (PJ) and consultants supported the MoH in preparation of the feasibility studies for the three Regional Emergency Hospitals. ICME Healthcare is engaged with the EIB in providing ad-hoc advisory support to the MoH in the performance of their tasks with regard to implementation of the above project.
